Intel CEO Unveils 'IDM 2.0' Strategy and $20 Billion Arizona Expansion

New Intel CEO Pat Gelsinger outlined a sweeping turnaround plan on March 23, 2021, announcing a roughly $20 billion investment to build two new fabs at Intel's Ocotillo campus in Chandler, Arizona, and launching Intel Foundry Services — a standalone contract-manufacturing business aimed at becoming a major provider of chip capacity in the U.S. and Europe.

The "IDM 2.0" strategy combined three pillars: Intel's own global factory network, expanded use of third-party foundries such as TSMC, and the new foundry business serving external customers. Gelsinger projected a $100 billion market opportunity by 2025 and said Microsoft would be among the foundry's early co-design partners. "The industry needs more geographically balanced manufacturing capacity," he told reporters.

Gelsinger also highlighted the strategic stakes: American companies accounted for 48 percent of global chip sales, yet U.S.-based fabs produced only 12 percent of the world's chips. He called on Congress to fully fund the CHIPS for America Act to level a playing field where Intel faced a 25–50 percent cost disadvantage against subsidized foreign competitors. The Arizona groundbreaking was the first step in an expansion that would later span Ohio, New Mexico and Oregon — and ultimately attract billions in federal support.
